試算の結果、このうち約1300キロは、1車線あたりの1日交通量が2000台以上で大型車の通行も多いため、柵や縁石などで物理的に車道と分ける「自転車道」を整備すべきだとした。
一方で、交通量が同程度でも、大型車が少ないなどの約6600キロについては、物理的な分離までは必要ないとして、自転車レーンの設置が適当と判断した。これは主要道の8割強、都市部の幹線道路3万キロ余の2割強を占める。残る約200キロは車の交通量が少ないことなどから、自転車が車道を走行しても危険性が低く、自転車用通路の整備は必要ないとした。
